David Fisher

Founder/Immigration Law Specialist

David is our founder and an immigration law specialist. He holds a Bachelor of Laws (LLB) from the University of Auckland and is well-versed and knowledgeable in all aspects of New Zealand immigration law.

David began his legal career working for specialist immigration law firms, and he also became licensed under the Immigration Advisers Licensing Act. Having worked on all manner of immigration matters, ranging from simple applications through to complex legal solutions, David now acts as General Manager/CEO of the Law Firm Fisher Foley while advising Immigration Chambers, and he enjoys finding solutions for clients.

Legally qualified specialists and advisers

Immigration Chambers is a collective of member lawyers and advisers with vast experience in New Zealand immigration law. By law, any person that gives you immigration advice about New Zealand must be licensed by the Immigration Advisers Authority (IAA) unless they are exempt. All our advisers are licensed under the Immigration Advisers Licensing Act 2007, and the lawyers and team at our registered law firm, Fisher Foley Barristers and Solicitors, are all exempt from licensing requirements.

Lucy He

Immigration Law Specialist

Lucy holds a Bachelor Degree in Media Studies, Political Science and International Relations from Victoria University of Wellington. She is currently studying in the final year of her Bachelor of Law at Waikato University.

Lucy has worked as a Licensed Immigration Adviser for around 10 years. She is specialised in the following areas:

  • Appeals against declined decisions for residence to Immigration and Protection Tribunals (IPT)
  • Residence applications under Skilled Migrant Category
  • Residence applications under Family Categories, including Partnership Category
  • Residence applications under Business Categories
  • Unlawful status under Section 61 of Immigration Act 2009

Before joining us, Lucy managed the Wellington Office of a highly regarded immigration consultancy from January 2013 to August 2016. She also worked on a part-time basis as a member of the academic team responsible for delivering the Graduate Diploma in New Zealand Immigration Advice (Level 7), at the Bay of Plenty Polytechnic (the current Toi Ohomai) from March 2014 to July 2015. That is a compulsory programme for all advisers before they can apply for their licence.

Lucy has extensive experience in assessing and arguing complicated applications and appeals. She has been successfully with all her appeals to IPT to date.

Valerie Hirsch

Valerie Hirsch

Licensed Immigration Adviser

Valerie holds a PhD Degree from Lomonosov Moscow State University, Russia. She studied social science at Salzburg University, Austria. Her thesis was devoted to Global studies, in particular to such social phenomena as ‘migration’ and ‘diaspora’. In 2013, Valerie completed her Postgraduate Diploma in International Communication in New Zealand. Since then she has worked in the international marketing sector, promoting Tertiary Education in New Zealand internationally.

In 2019, the Immigration Advisers Authority granted Valerie  a license, and ever since she has been providing immigration advice under David Fisher’s supervision. Valerie joined the IC  Team in March 2021, with many years of experience in education and immigration.

Ana Martins

Ana Martins

Ana is qualified with a law degree from Brazil and has over a decade of experience in the legal industry. Prior to moving to New Zealand, Ana worked for several leading law firms as a tax litigation lawyer. Ana has extensive experience in litigation and has argued a large number of complex cases and appeals in Brazil.

After moving to New Zealand in 2017, Ana headed the Litigation Support team at a large Auckland law firm performing discovery and evidence assessment in civil and criminal cases. She also worked for a boutique firm where she was part of one of the largest civil cases before the High Court in New Zealand.

Ana’s legal experience and her strategic thinking enable her to prepare compelling arguments and submissions in a wide variety of cases. She is very passionate about immigration law and as a migrant herself, she is committed to assisting other clients to the best of her ability.

Ana also holds a Post-Graduate Certificate in Taxation from Brazil and has a Graduate Diploma in New Zealand Immigration Advice (Level 7) from Toi Ohomai Institute of Technology.

Minji Lee

Minji Lee

Licensed Immigration Adviser

Minji is an Australian lawyer and registered Australian migration agent.

She initially relocated from Korea to Australia in 2008 to pursue her law degree at La Trobe Law school, Melbourne. After graduating, she gained years of experience in practicing personal injury and employment law. In the past few years, Minji has made her determination to gain knowledge in Australian and New Zealand immigration laws. She has been working with us as a licensed adviser for Australian and New Zealand migration, and now works from our Australian branch office.

Vanessa is our Canadian immigration law specialist. She holds a degree in Political Science from Concordia University, a Certificate in International Affairs from Science Po Paris, a Certificate of U.S. Immigration from Washington College of Law and is currently a Human Systems Intervention Masters Candidate at Concordia University while pursuing a degree in Law at the University of Montreal.

She is a wife, mother and above all human who is passionate about helping her clients. Wilson has been a licensed Chinese Lawyer for ten years, mainly specialising in commercial law, contract law, insurance law and real estate law.

Gianna Dang

Gianna Dang

Licensed Immigration Adviser

Gianna is a Licensed Immigration Adviser based who has been working with David for three years and holds a Master of Law from the University of Auckland.

Before moving to New Zealand, she completed a Bachelor of Laws in her country, Vietnam then gained significant work experience with two prominent international law firms.

Gianna helps with resolving different legal aspects of the case, including PPI responses, escalation challenges, appeals to the Tribunal and the Minister with matters related to immigration and humanitarian laws.

Dora has received professional learning in the fields of immigration law and business administration. She has successfully achieved:

  •  Graduate Diploma in New Zealand Immigration Advice from Toi Ohomai. This is the compulsory programme that all immigration advisers need to complete before they can apply for their licence
  •  Postgraduate Diploma in Business
  •  Bachelor of Management.

Dora’s on-the-job training in business administration has provided her with practical insights into the day-to-day operation of a fully-functioning business. This enables her to make well founded and convincing submissions to Immigration New Zealand about a business’s management and financial control. The knowledge and skills Dora has in this area are crucial to preparing comprehensive and compelling applications under Skilled Migrant Category and Business Categories. Practice Manager at FISHER FOLEY, BCA, MBA (India)

Amish holds a Bachelor of Computer Application (BCA) Degree and Master of Business Administration in Marketing & Finance from India.

Amish has extensive experience in sales of financial products in India, NZ immigration industry and business management. Before joining Immigration Chambers, he was an Office Manager for an immigration adviser firm for more than 5 years.

Having a migrant background himself, Amish has a keen interest in cultural differences and particularly enjoys working with all different people from all over the world. He is the first line of contact providing general support for many of our clients, and is also helping with the maintenance of our IT system.

Office Administrator

Hayan supports our advisers with administration tasks and other daily duties that occur. She completed a Bachelor’s degree in Business from her hometown Seoul, Korea then moved to New Zealand in 2018 to complete a Postgraduate Diploma of Business Administration.

Sophie has been a licensed Chinese Lawyer for over twenty years and an Arbitrator of Suzhou Arbitration Commission for over ten years. She is also a Legal Counsel of Jiangsu International Commercial Legal Service Center and a Mediator of Suzhou International Commercial Tribunal (SICT), etc., mainly specializing in international law and international trade dispute remedies.  

Sophie has been working in the Immigration industry in New Zealand since August 2023, developing the knowledge and skills in communicating with clients, preparing documents for clients, etc.

Sophie speaks English and Mandarin.

She has a LLM degree of International Business Law in University of Wales UK and a LLB degree of Law in University of Suzhou China. She, as selected attorneys, attended a two-month Training Course of Chinese Senior Attorneys in in the USA respectively in the year of 2008 and 2016, on topics of international trade dispute remedies, mainly including anti-dumping, anti-subsidy and 337 practice.

With her international link, she can help the clients with all kinds of international legal matters in China, New Zealand, and other countries.
