If you are planning a partner visa application, the rules changed on 25 September 2026. Immigration New Zealand (INZ) introduced new age and evidence requirements for New Zealand partnership based visas, and they affect both when some couples can apply and what proof INZ will accept.

For most couples in their twenties or older, very little changes. For younger couples, or anyone whose relationship began in their teens, timing now matters a great deal. Here is what changed, who it affects, and how to prepare.

What Changed on 25 September 2026

INZ’s announcement sets out two new requirements. They sit on top of every existing rule for your visa, not in place of them.

Rule 1: Both Partners Must Be 18 When You Apply

The applicant and the supporting partner (the New Zealander, resident, worker or student backing the relationship) must each be 18 or over on the day the application is made.

Rule 2: Relationship Evidence Only Counts From Age 18

INZ will only recognise partnership evidence from the period when both people were 18 or over. A joint lease, shared bank account, photos or messages dated before the younger partner’s 18th birthday will not be used to assess the relationship, even if the couple has been together for years.

How the Changes Affect Partnership-Based Residence

To qualify for residence as a partner, couples must already show they have lived together for at least 12 months. Under the new rules, that 12-month period only starts counting once both partners are 18.

Why 19 Is Now the Practical Minimum Age

Combine the two rules and the earliest anyone can qualify for partnership-based residence is when both partners are at least 19. INZ has confirmed this reading directly.

A Hypothetical Example

Aroha is a 20-year-old New Zealand citizen. Her partner turns 18 on 1 March 2027, and they have lived together since 2025. Their qualifying period starts on 1 March 2027, so the earliest they could meet the 12-month requirement is 1 March 2028, provided they keep living together and can evidence that whole period.

Partnership Work Visas NZ and Visitor Visas: What Changes

Temporary partner visas, including the Partner of a New Zealander Work Visa and visitor visas based on partnership, have no fixed 12-month living-together requirement. You still need enough acceptable evidence that you live together in a genuine and stable relationship, and all of it must come from after both partners turned 18.

Turning 18 Is Not Instant Eligibility

INZ notes that turning 18 will not usually make someone eligible straight away. Couples who have just reached 18 will typically need time to build a record of shared living, such as a joint tenancy, shared bills or mail to the same address.

Build Your Timeline From the Right Date

Map your relationship evidence from the date the younger partner turned 18. Earlier material will not count, so lead with what does.

Don’t Rely on the Online Form Alone

INZ has said some online application forms will not be updated immediately. If you are preparing a partnership work visa NZ online application, check the current requirements on INZ’s website rather than assuming the form reflects every rule.

Confirm You Meet Everything Else

The age rule is an extra requirement. Health, character, sponsorship and relationship criteria all still apply.
